I'm not sure about this at all, but with my experience of 'authority', and how it inflates peoples' sense of their own importance, it's worth considering what is truly legal, before any kind of authority breaks down into the law of the jungle...
The gist of it is, in this case, that the guy who's received a fine has queried the notion that he's agreed to pay, under any kind of contract, and seems to have gotten away with it. Maybe he's just benefited from a system that has become so cumbersome that awkward people are sometimes spat back out, like Neo from The Matrix...
