I thought I would post this up, and sticky it as well, to explain the thinking behind the 'Troll nominations' board. It didn't work so well on the other forum, and I think this was because, as I've mentioned, people couldn't post without registering. The current 'discussion' on TiG, though, demonstrates why it could be extremely helpful.
The process is quite straightforward. When someone identifies, or believes they have identified, a troll, they post a new thread on the nominations board, along with a brief description of the person concerned, and the kind of tactics they employ. They should also post a link to a post/comment which is fairly representative of those tactics.
Then, the next time the named person strikes, instead of 'feeding the troll', a simple link to the entry should be posted, and further posts should be ignored. The idea is that the 'troll' will either get tired of being ignored and go away, or start responding on the dedicated thread instead, which is just fine.
Eventually, if things go swimmingly, we should have a list of nominations, and generally, the person at the top of the page, with the most replies, will be recognised as the top troll. The people lounging at the bottom of the page just wouldn't have been up to scratch, and may even have been controls, or padding.
This may not work at all, but I can only 'run it up the flagpole and see who salutes'.
Now, I could not possibly comment on who is viewed as the biggest troll on TiG, say, currently, so others will have to decide... ;D
